Great question and I just did a quick review of both descriptions, it really only appears to be the black vs white.
The white one does say it's a one piece rod, the black doesn't state either...

The reel is cheapo, the rod is mediocre, but it's not a bad value.
If I got this, I'd sell the reel for $10 if I could. $20 for a vengeance rod can work.

This is probably as good of a deal that you're going to find for a decent bait cast combo in the 30 dollar price range. The rod alone is worth 30. Thumbs up.
