Madvr ngu is a huge waste of electricity. You're better off watching a higher bitrate file than to use ngu to upscale such a low quality one. NGU isn't magic, the net effect is just sharpening....

HDR is mostly a scam and Dolby Vision is a scam for idiots. That said, I own an LG TV with DV which I never use because it does nothing, and I'm not all that impressed with Samsung's offerings.
